Abstract: The paper holds that the economic time with tiny profit is being faced by the state-owned economy in the turn of the centuries. It must carry out management innovation, i.e., management idea ,management mode and management mechanism, for the state-owned enterprises to extricate themselves from a difficult position and reach the target of “three-year resue”.
