Abstract: It’s more difficult to run State-owned enterprises which established according to special idea because of itself’ defect. This paper expound that it has important meaning for State-owned enterprises reform to clear property right, reduce the scope of operation and separate managerial authority from government, and point out that clearing property right is the premise that State-owned enterprises get into market, Non-gained field is the place that State-owned enterprises play it’s force, Reforming government is a main link for improving operation environment for the State-owned enterprise.
