功能异质性视角下我国海外园区空间布局指标体系构建与合理性研究

摘要: 海外园区全球空间合理布局是园区高质量发展的重要基础。本文以164个国家2006—2019年的数据作为样本,结合现状与未来发展方向,按照功能异质性将海外园区分成资源利用型、发展援助型、创新合作型、贸易互惠型、数字合作型和链条稳定型6种类型,使用熵权法与TOPSIS评价法,分别针对不同功能类型的园区特点选择相应指标建立指标体系,定量测算出最适合布局各类园区的东道国,并将指标测算结果与我国现有园区的布局现状进行对比评价。结果显示,我国海外园区的空间布局整体较为合理。资源利用型、发展援助型和创新合作型海外园区的测算结果与布局现状较为一致,但是也存在资源利用型园区产业类型单一、创新合作型和发展援助型园区布局范围较为有限且园区数量较少等问题;而贸易互惠型海外园区的测算结果则与布局现状存在较大差异。为更好实现海外园区高质量发展,本文最后根据不同类型海外园区布局存在的问题,对优化我国海外园区空间布局提出建议。

Abstract: The reasonable global spatial layout of overseas parks is an important basis for the high-quality development of parks. Based on the data of 164 countries from 2006 to 2019, both the current situation and future development considered, this paper divides overseas parks into six types according to functional heterogeneity: Resource Utilization, Development Aid, Innovation Cooperation, Trade Reciprocity, Digital Cooperation and Chain Stability. Entropy weight method and TOPSIS evaluation method are used to select the corresponding indicators and establish the index system according to the characteristics of different functions of overseas parks. The host countries that are most suitable for the various kinds of overseas parks could be found, then compare and evaluate the index calculation results with the current situation of the layout of Chinese parks. The results show that the spatial layout of China’s overseas parks is reasonable, and the calculation results of Resource Utilization, Development Aid and Innovation Cooperation overseas parks are consistent with the layout of the current situation, but there are still problems such as single industrial types in parks and the small number of these parks. However, there is a big discrepancy between the calculation results and the layout of the overseas parks of Trade Reciprocity. In order to realize the high-quality development of overseas parks, this paper puts forward suggestions for optimizing the spatial layout of China?s overseas parks according to the existing problems of different types of parks.
