网络基础设施建设与劳动力配置扭曲——来自“宽带中国”战略的准自然实验

摘要: 本文立足互联网和经济高质量发展的时代背景,基于我国2008—2018年272个地级及以上城市的面板数据,将“宽带中国”战略视为一项准自然实验,采用双重差分模型,评估了“宽带中国”战略实施对劳动力配置扭曲的影响。研究结果表明,“宽带中国”战略的实施显著降低劳动力配置扭曲程度,在经过内生性处理以及一系列稳健性检验后结论依然成立,但其影响从“宽带中国”战略实施的第二年开始显现。同时,机制分析证实“宽带中国”战略的实施能够通过促进劳动力流动以及触发产业集聚进而纠正劳动力配置扭曲。进一步异质性分析表明,“宽带中国”战略的实施能够纠正高劳动力技能水平及东部地区城市的劳动力配置扭曲,但对低劳动力技能水平及中西部地区城市的作用效果不明显。本文研究结论不仅为推动网络基础设施建设提供经验支持,也为如何纠正我国劳动力配置扭曲提供参考。

Abstract: In the background of the Internet and high-quality economic development, this paper, based on the panel data of 272 cities at prefecture level and above in China from 2008 to 2018, views the “Broadband China” strategy as a quasi-natural experiment, and uses the DID model to evaluate the impact of the implementation of the “Broadband China” strategy on the distortion of labor allocation. The results show that the implementation of the “Broadband China” strategy will significantly reduce the degree of distortion of labor allocation, and the conclusion is still valid after endogenicity treatment and a series of robustness tests, but the impact of the “Broadband China” strategy begins to show from the second year of implementation. At the same time, the mechanism analysis proves that the implementation of “Broadband China” strategy can correct the distortion of labor allocation by promoting labor flow and triggering industrial agglomeration. Further heterogeneity analysis shows that the implementation of “Broadband China” strategy can correct the distortion of labor allocation in cities with high labor skills and in the eastern region, but has no obvious effect on cities with low labor skills and cities in the central and western regions. The conclusions of this study not only provide empirical support for promoting network infrastructure construction, but also provide policy reference for correcting the distortion of labor allocation in China.
