摘要: 在加快推动高水平科技自立自强背景下,合理评估区域知识创新水平并识别其“症结”具有重要意义。本文基于创新价值链理论,明晰知识创新内涵及其测度逻辑,构建知识创新水平测度指标体系,基于我国省际面板数据展开实证分析。研究发现,第一,我国知识创新水平呈上升态势但总体水平仍然较低,近年来我国知识存量快速增加,逐渐重视知识创新过程和环境,知识创新效应得以激活。第二,知识创新水平及特征在不同省份存在空间异质性,高水平省份的优势和短板不同,中低水平省份知识创新低效原因各异。第三,我国东、中、西部知识创新水平的演进态势迥异,区域知识创新水平发展不平衡现象仍然存在。本研究有助于客观认识各区域知识创新水平及分析知识创新低效的原因,为合理利用知识要素进而推进科技成果转化提供政策参考。

Abstract: The fundamental reason for the low conversion rate of China?s scientific and technological achievements lies in the inefficiency of knowledge innovation. A reasonable assessment of regional knowledge innovation level and identification of its major problems will help achieve the goal of high-level technological self-reliance. Based on the theory of innovation value chain, this paper clarifies the connotation of knowledge innovation and its measurement logic, constructs an index system of knowledge innovation level measurement, and then uses provincial panel data to carry out empirical analysis. The results are as follows. First, the level of knowledge innovation in China continues to rise, but the overall level still needs to be improved. In recent years, the knowledge stock in China has increased rapidly, and the process and environment of knowledge innovation have gradually been emphasized, and the effects of knowledge innovation have been activated. Second, the level and characteristics of knowledge innovation are spatially heterogeneous among provinces. High-level provinces have different advantages and shortcomings, and low-level provinces have different reasons for the inefficiency of knowledge innovation. Third, the evolution trends of knowledge innovation levels in eastern, central, and western China are different, and regional differences have not narrowed as the level of knowledge innovation increases. This study can objectively evaluate the regional knowledge innovation level and analyze the causes of inefficient knowledge innovation, providing policy reference for rational utilization of knowledge to promote the transformation of scientific and technological achievements.
