基础设施互联互通有助于实现减贫目标吗?——来自亚投行成员国的经验分析

Does Infrastructure Connectivity Help Reduce Poverty: Evidence from the AIIB Member Countries

摘要: 推进基础设施互联互通、助力全球减贫与发展,是亚洲基础设施投资银行作为互利共赢融资平台的战略要义,但目前却鲜有研究对基础设施互联互通的减贫效应进行系统识别。本文采用亚投行71个成员国2004—2018年的面板数据,实证检验了基础设施互联互通的减贫效应,并考察了基础设施互联互通对成员国产生减贫效应的内在机制。研究发现:基础设施互联互通具有显著的减贫效应,有助于成员国实现减贫目标。基础设施互联互通指数每提高一个标准差,成员国的贫困人口比例将会降低1.992个百分点,贫困差距将会缩小0.563个百分点。在控制内生性问题以及多种稳健性检验之后,这一减贫结论依然成立;相较于发达国家,基础设施互联互通能为发展中国家创造更多的减贫红利;在影响机制方面,基础设施互联互通可以通过技术创新效应和全球化效应对成员国产生减贫作用。本文研究丰富了基础设施互联互通的研究视角,提供了实证支撑。

Abstract: Promoting the infrastructure connectivity and reducing global poverty are the strategic meaning of the Asian Infrastructure Investment Bank (AIIB) as a win-win financing platform. Yet there is little research on the systematic identification of the poverty reduction effect of infrastructure connectivity. This paper uses panel data from AIIB?s 71 member countries from 2004 to 2018 to empirically test the poverty reduction effect of the infrastructure connectivity, and examine the impact mechanisms. It is found that infrastructure connectivity has a significant effect on poverty reduction and helps member countries achieve the goal of reducing poverty. With one standard deviation increase in the infrastructure connectivity index, the proportion of the poor population of the member countries will decrease by 1.992 percent, and the poverty gap will be reduced by 0.563 percent. After controlling endogenous problems and various robustness tests, this conclusion is still valid. Compared with developed countries, infrastructure connectivity creates more poverty reduction dividends for developing countries. Infrastructure connectivity affects poverty through the mechanisms of the technological innovation and the globalization. This paper enriches the research perspective of infrastructure connectivity and provides empirical support.
