全球供应链脆弱性测度——基于贸易网络方法的分析

摘要: 当前供应链安全已成为影响各国经济稳定发展的突出因素,是具有全局性和长远意义的重大问题。本文利用贸易网络分析方法和2017—2020年双边产品层面贸易数据,分析了中国及全球供应链的总体特征和内在脆弱性。研究发现,一是全球供应链脆弱性产品多来自技术密集型行业。其中,发达经济体的供应链脆弱点主要面向政治和经济同盟,而发展中经济体普遍对区域集团依赖更深。二是我国在超过8成高脆弱性中间品贸易中占据明显出口优势,但在部分高端机电和化学产品上依赖来自发达经济体或其跨国企业的进口,在部分资源型产品上依赖来自发展中经济体的进口。三是在2018—2020年的贸易摩擦和新冠肺炎疫情期间,中美两国在关键产品上的供应链脆弱性相对其他产品显著下降,这反映出关键产品供应链的布局特征从以效率为主转向了兼顾效率与安全。本文提供了全面、客观地认识世界各国供应链脆弱性的量化方法,并为我国制造业补短板、强化产业基础能力提供了具体的政策依据。根据供应链脆弱性特征,本文将我国进口中间品分为4类,并提出应当以供给端的补短板、需求端的多元化进口以及国际协调合作等多种方式来应对供应链脆弱性问题。

Abstract: Currently the supply chain security becomes a prominent factor affecting the stability of each country?s economic development, and is a major issue with overall and long-term significance. With bilateral product-level trade data during 2017 to 2020, this paper uses the trade network analysis method and provides a comprehensive analysis on the overall characteristics and inherent fragility of China and global supply chain. We draw three main conclusions. First, most of global supply chain fragile products are from skill-intensive industries. In particular, the supply chain fragility of developed economies mainly depends on their political and economic alliances, while developing economies generally show more dependence on their regional community. Second, China has obvious export advantage on more than 80 percent of highly fragile intermediate products, but it also relies on developed economies or their multinational enterprises for some high-quality mechanical and electrical and chemical products and developing economies for some resource-intensive products. Third, during the period 2018—2020 when trade conflicts and COVID-19 occurred, the supply chain fragility of key products of China and America reduces significantly compared with other products. This may reflect the change in the supply chain arrangement of key products from mainly focusing on efficiency to balancing efficiency and security. This paper provides a quantitative method to measure each country?s supply chain fragility more comprehensively and objectively. Meanwhile, we provide specific policy reference for China to shore up weak links in manufacturing sectors and strengthen its industrial foundation and capabilities. Based on the fragility of supply chain, we divide Chinese imported intermediate goods into four groups, and suggest that China overcomes the fragility of the supply chain with comprehensive policies, including shoring up weak links from supply side, diversifying import from demand side, international coordination and cooperation.
