互联网发展对产业协同集聚的影响及其机制研究

摘要: 随着互联网等新一代信息技术在工业与服务业领域的广泛应用,制造业与生产性服务业空间布局正经历着不同以往的重塑性改变。本文从互联网空间效应出发,构建了反映产业结构演进方向的产业协同集聚指数,并利用2005—2018年我国278个地市级面板数据,深入考察互联网发展对产业协同集聚的影响及其作用机制。研究发现:本地与邻地互联网发展对产业协同集聚均呈现出“先扬后抑”的倒U型影响,当互联网发展水平低于某一阈值时,互联网发展水平提高有利于促进产业协同集聚,一旦互联网发展水平超过该阈值,将促使制造业与生产性服务业趋于向空间非一体化方向转变。对影响机制的研究表明,互联网既能从供给侧提升劳动力技能水平,也能从需求侧拉动国际市场需求、扩大出口贸易规模,进而对产业协同集聚产生积极影响。本文研究不仅为以互联网发展强化制造业与生产性服务业“双轮驱动”提供了经验证据,也为加快我国传统制造业向智能制造、服务型制造等高端制造模式转型升级提供了有益的政策启示。

Abstract: With the Internet and other new generation of information technology fully used in the field of industry and service industry, the spatial layout of manufacturing industry and producer service industry is undergoing an unprecedented transformation. Based on the spatial effect of the Internet, this paper establishes an industrial co-agglomeration index reflecting the evolution direction of industrial structure, and makes an in-depth study of the influence of the Internet development on the synergetic agglomeration of manufacturing and producer services and its mechanism by using the panel data of 278 prefecture-level cities in China from 2005 to 2018. It is found that the development of local and neighboring Internet has an inverted U-shaped impact on the co-agglomeration of manufacturing and producer services. When the level of Internet development does not exceed a certain threshold, with the improvement of Internet development level, it will promote the co-agglomeration of manufacturing and producer services. Once the level of Internet development exceeds the threshold, it will promote manufacturing industry and producer service industry’s change in the direction of spatial non-integration. At the same time, this paper also examines the impact mechanism of Internet development on industrial co-agglomeration. The results show that the Internet can not only improve the level of labor skills from the supply side, but also stimulate the demand of international market and expand the scale of export from the demand side, and then have a positive impact on the industrial co-agglomeration. This study not only provides empirical evidence for strengthening the “two-wheel driving effect” of manufacturing industry and producer service industry with the development of Internet, but also provides useful policy implications for accelerating the transformation and upgrading of China’s traditional manufacturing industry to high-end models such as intelligent manufacturing and service-oriented manufacturing.
