承包地“三权分置”与农业补贴对农业机械化的影响研究

摘要: 本文利用中国劳动力动态调查(CLDS)数据资料,采用PSM-DID方法建立面板排序和二值选择模型,分析了承包地“三权分置”和农业补贴对农业机械化的影响。研究结果表明:以双重差分项代表的承包地“三权分置”政策以及农业补贴均对农业机械化有显著正向影响。承包地“三权分置”主要通过增强耕地转入、农业生产专业化、正规金融机构贷款、拖拉机和大型农机具数量等因素对农业机械化的边际效应而作用于农业机械化。而农业补贴对农业机械化的影响机制主要体现在其增强了耕地转入、拖拉机和大型农机具数量等对农业机械化的边际效应。承包地“三权分置”对农业机械化的影响存在一定区域性差异,但农业补贴对农业机械化的影响在东、中、西部三个地区均与全国整体一致。农业生产经营收益、农业生产中的资金投入、自有与转入土地面积、农业劳动力数量、拖拉机和大型农机具数量、户主教育程度、健康程度以及政治面貌等均对农业机械化有显著正向影响。

Abstract: Based on the data of China Labor Force Dynamic Survey (CLDS), this paper uses PSM-DID method to set up panel sorting and binary selection model to analyze the impact of “Separation of Three Rights” and agricultural subsidies on agricultural mechanization. The results show that the policy of “Separation of Three Rights” represented by DID items and agricultural subsidies have significant positive effects on agricultural mechanization. The “Separation of Three Rights” of contracted land mainly acts on agricultural mechanization by enhancing the marginal effects of cultivated land transfer, agricultural production specialization, loans from formal financial institutions, tractor and large-scale agricultural machinery amount. The influence mechanism of agricultural subsidies on agricultural mechanization is mainly reflected in that it enhances the marginal effects of cultivated land transfer, tractor and large agricultural machinery amount. There are some regional differences in the impact of “Separation of Three Rights” of contracted land on agricultural mechanization, but the impact of agricultural subsidies on agricultural mechanization is consistent with the whole country in the eastern, central and western regions. Income from agricultural production and operation, investment in agricultural production, self-owned and transferred land area, size of agricultural labor force, number of tractors and large-scale agricultural machines and tools, education level of heads of households, health level and political profile have significant positive effects on agricultural mechanization.
