Abstract: Based on the theoretical framework of land ownership confirmation, factor-biased technological change and industrial structural transformation, this paper empirically tests the impact of land ownership confirmation on industrial structural transformation and the transmission mechanism of factor-biased technological change by using the village and family data collected from China Labor Dynamic Survey (CLDS) in 2014 and 2016 System. The research shows that the confirmation of land ownership is conducive to improving the average output of agricultural labor, reducing the intensity of agricultural labor, and increasing the non- agricultural labor time of farmers, and thus promoting the industrial structural transformation. Mediating effect test finds that labor-enhanced technological change represented by agricultural mechanization is an important channel through which land ownership confirmation influences industrial structural transformation. To ensure the reliability of the research conclusions, this paper uses instrumental variable regression, PSM method, replacing explained variables and adding control variables to carry out identification and verification, all of which show that the above conclusions are robust and reliable. In addition, heterogeneity analysis shows that for major agricultural provinces, non-professional farmers and farmers without agricultural subsidies, the land ownership confirmation presents a dual policy bonus of accelerating agricultural modernization and promoting the transformation of industrial structure.
