多中心城市网络的区域经济协调发展驱动效应——以长江经济带为例

摘要: 本文从集聚外部性和网络外部性相结合的视角探讨多中心城市网络对区域经济协调发展的驱动影响,并以长江经济带这一横跨我国东中西三大板块的典型区域为例进行实证检验。结果显示,长江经济带全域城市网络多中心程度与其经济协调发展水平存在正相关关系;在控制人力资本、物质资本等经典生产要素后,非中心城市通过嵌入多中心城市网络过程中相对节点中心度的提升,缩小了其与中心城市人均收入水平的差距并产生正向空间溢出影响,并且整体上通过中小城市获得节点集聚增长效应、中等城市发挥正向溢出效应以及节点中心大城市突破地理近邻的长波辐射效应的叠加互锁来实现;加快区域要素流动集散、促进区域产业竞合协作,是多中心城市网络驱动区域板块融合互动和经济协调发展水平提升的主要作用机制,而地理邻近城市间因节点中心度提升在制造业发展等方面展开的过度竞争,则不利于区域地域功能的整合提升和经济协调发展。因此,在长江经济带等区域范围内应统筹推进中心城市与城市网络建设,培育多中心网络化发展格局,以更加有效促进区域经济协调发展。

Abstract: From the perspective of agglomeration externality and network externality, this paper explores the driving effect and mechanism of polycentric urban network on the coordinated economic development of regions, and takes the Yangtze River Economic Belt spanning the three major regions of China as a typical area for empirical test. The research shows that there is a significant positive correlation between the polycentric degree of urban network and the level of coordinated regional economic development in the Yangtze River Economic Belt. While controlling the influence of input factors such as human capital and physical capital, the improvement of relative nodal centrality of non-central cities in polycentric urban network can directly promote the increase of their per capita income level and produce positive spatial spillover effects. And on the whole,the effects are mainly achieved by the agglomeration growth effect of small and medium-sized cities, the positive spillover effect of medium-sized cities, and the long-wave radiation from nodal central cities. Further tests show that accelerating regional factor flow, re-optimizing allocation and promoting cooperation and competition in regional industries are the main paths to deepen economic linkages and enhance the level of coordinated economic development among large regional plates driven by the polycentric urban network, while the excessive competition among geographically proximate cities in manufacturing due to the promotion of nodal centrality is not conducive to the integration and improvement of regional functions and the coordinated regional economic development. Therefore, in a large area like the Yangtze River Economic Belt, we should coordinate the construction of central cities and urban networks, foster a polycentric network development pattern, so as to promote the coordinated regional economic development more effectively.
