Abstract: The 19th CPC National Congress made a major judgment that China's economy had been shifting from a high-speed growth to a high-quality development stage. A premise for measuring high-quality development is to build a scientific and reasonable assessment indicator system based on accurately understanding and grasping the connotation of high-quality development. By delving into the statistical connotation of high-quality development, this paper starts from two aspects of the major social conflicts, namely, "people's needs for better lives" and "unbalanced and inadequate development", and builds up a high-quality development assessment indicator system, which includes 27 indicators in 5 sections (economic vitality, innovation and efficiency, green development, people's livelihood, and social harmony), on the bass of fully studying and drawing on the similar assessment indicator system both at home an abroad. There are several hallmarks in this system, such as tight linkage of the connotation of high-quality development and the change of the major social conflicts in the new era, the complete coverage of all the aspects of the new development by only a small number of indicators, non-duplication of indicators and accessibility of the data, etc.
