摘要: 人力资本常被认为是影响长期经济增长的重要因素之一,但以教育作为人力资本度量的实证结果与理论预测的极大差异导致该研究仍争议不断。本文采用中国1985-2014年 的省级面板数据,在经典的增长核算框架下引入因子误差结构控制不可观测共同因素的异质性影响,利用Bai(2009)的估计方法重新检验人力资本对经济增长的作用,将人力资本的增长效应分解为B&S式的创新效应和模仿效应后研究发现:人力资本的作用体现在显著的模仿效应上,创新效应并不显著,这一结论在改变物质资本和人力资本度量时均保持高度一致,且各模型回归结果稳健。进一步研究发现,人力资本创新效应虽不显著但其显著性开始逐渐提升;随着中国整体上向技术前沿的趋近,人力资本对TFP的边际影响以及模仿效应对TFP增长的贡献均逐渐降低,与之对应的是TFP增长率及其对经济增长的贡献率出现“双降”的典型特征,这构成中国经济增长显著回落的重要动因。文章基于实证结果给出相应的对策和建议。

Abstract: Human capital is considered to be one of the most important factors affecting economic growth in a long term, but the large contrasts between the empirical result from the educational measurement on human capital and the theoretical forecasts result in a continuous debate. This paper makes use of Bai (2009) estimation method to retest the effect of human capital on economic growth by applying the provincial panel data from 1985 to 2014 in China and introducing heterogeneous impacts of common factors unobserved by factor error patterns under the framework of classic growth accounting. After the growth effects on human capital are resolved into innovative and imitative effects in B&S form, It is found that the role of human capital reflect on the imitative, not significant on innovative effects. The conclusion is highly consistent when the measurements of physical and human capital are changed and the regressive results from all the models are robust. A further study shows although the innovative effect of human capital is insignificant at present time but their significance starts to be shown up. As China is approaching the technological front overall, the marginal effect of human capital on TFP (Total Factor Productivity) and the contribution of imitative effect on TFP growth gradually become low, while correspondingly TFP growth and its contribution in economic growth appears “double reductions”. This feature is the main reason why the economic growth in China comes down significantly. Finally, based on the empirical result, this paper offers some relevant measures.
