摘要: 本文立足生态效率视角,建立基于Bootstrap-DEA模型的生态治理绩效评价指标体系,分析中国省域面板生态效率的动态趋势、指数排名及其变化,采用σ收敛模型检验其时空演进的收敛性质。结果显示:Bootstrap-DEA生态效率值和传统DEA效率值并不相等,传统DEA测算值存在一定高估偏误且偏差在省际相异;2000-2014年,东、中、西和东北部的生态效率都有一定程度提升,但相较东、中部,西部和东北生态效率提升幅度更大;2014年生态效率较高省区集中在东部和东北,中部和西部省区相对靠后;σ收敛检验显示全国生态效率的省际差距在缩小,东部和中部生态效率差距呈现台阶式下降的“L型”收敛过程,西部和东北则呈现先收敛后发散的“U型”过程。

Abstract: Based on the perspective of ecological efficiency, a performance evaluation index system of ecological management is constructed by applying provincial panel data to analyze dynamic trend, index ranking and its changes. Besides, σ convergence model is adopted to test the convergence property of its space-temporal evolution. The results show that value of ecological efficiency by means of Bootstrap-DEA and traditional DEA is not equal. There is a certain bias in overestimating the error and the deviation varies among provinces. Compared with the eastern and central regions, ecological efficiency of western and northeast regions improves more, although eco-efficiency of all regions promote to a certain degree from 2000 to 2014. In 2014, eco-efficiency of provinces in eastern and northeast regions is higher than central and eastern regions. σ convergence test shows that disparity of eco-efficiency between provinces narrow. Disparity of eco-efficiency between eastern and central regions declines with a characteristics of step and shows an "L-shape" convergence process, while the disparity between western and northeast convergence first and divergence later, which shows a "U-shape" proces.
