摘要：

在经济发展新常态下，如何改善发展服务业的战略举措提高全要素生产率？为了充分回答这个问题，本文结合上海服务业细分行业全要素生产率的先行经验进行了相关研究。通过收集整理2004-2014年的服务业细分行业数据，运用基于DEA的Malmquist指数方法，对上海市服务业全要素生产率逐年变化进行了测算，并将其分解为两个驱动因素即技术进步指数和技术效率指数；进而运用Tobit模型，具体解析了服务业细分行业的各类指数的变化和相关影响因素的作用机制。基于实证研究，提出有针对性的政策建议。

Abstract:

In new normal period of the economic development, how to improve the strategic initiatives to upgrade the TFP? In order to answer this question, this paper studied with the total factor productivity of Shanghai subdivision service industry. Through collecting data of service industry in 2004-2014 years, using the Malmquist index method based on DEA. The TFP changes in subdivision service industry year by year were calculated, then it be divided into two factors namely technological progress index and technical efficiency index; and then use the Tobit model, analyzed mechanism between TFP and related factors. Based on empirical research, put forward the policy suggestions.
