Abstract: This paper analyzes the causal relationship between the technology cost and the innovation profit through the micro production function model, and explains the common rail spillover mechanism of foreign technology import and domestic technology purchase on innovation-driven development by the macro innovation output model. Empirical studies find that domestic technology purchase releases positive spillovers both in innovation industrialization and technological innovation, while foreign technology import does not have a significant impact on production technology level yet inhibits regional technological innovation efficiency. The results of dynamic strength estimation show that the effect of domestic technology purchase on production technology level demonstrates a “∪” pattern from restraining to raising; under specific strengths, the domestic technology purchase can release positive innovation spillovers. Foreign technology import has a negative marginal spillover on production technology level, and a “ ∩”-shaped impact on technological innovation efficiency. Further hedging tests show that high-strength domestic technology purchase can leverage the technology spillover bonus of foreign technology import to a certain extent; due to the impact of foreign technology import, the technology spillover and the innovation spillover of the domestic technology purchase show a double regulation difference.
